Document - Day, time, description of vehicle and driver/passengers, etc., lic. number, where it happened, what happened with all the details. Hand it in to the police and that's all you can do! If police get a few complaints they will pursue these people.

With all due respect, you have to realize that you're bound to run across bad drivers *everyday*; it's just a fact of life. It is NEVER worth the risk, to allow these people to get you fired up, not while you are literally holding your life in your hands.
Other drivers on the road will never be able to give a damn about what you think or feel, no matter how angry you get. They can't hear you, they can't see your facial expression, and they are too busy driving themselves to care. You need to stop worrying about other people's behavior, and focus on keeping yourself as safe as possible.
Here are some specific things that can be done to deal with problem drivers.
In the case of tailgaters, the safest and smartest thing to do is to slow down, vastly increasing your following distance. 95% of the time, they'll switch lanes and pass after a minute or so. Don't slam on your brakes, unless you enjoy buying new cars and paying hospital bills.
Cell phone drivers annoy me a little bit too, just because I know how incredibly dangerous it is. Best thing to do is to stay as far away from these guys as reasonably possible, or if nothing else, drive defensively, and in a predictable fashion. Make no sudden moves. If you do have a cell phone, make a habit of turning it off when you get in the driver's seat.
Cell phone companies ought to find a method to make their phones turn off automatically, whenever they are inside a running car. This could save hundreds of lives each year.
The best way to deal with road rage is to slow down, keep driving normally, and to completely ignore the other driver.If you get forced off the road by an enraged driver, stay in your car and don't make eye contact, totally ignore them, and pretend that they don't exist. Usually they'll give up and leave in disgust after a few minutes (since clear thinking is not exactly a strong point of road ragers....) I'd say, only try to drive away if they threaten you with a gun.
As a whole, I think Americans are in deep denial about the carnage that goes on on their streets. If they put a memorial marker everywhere someone was killed on the road, well, we wouldn't need billboards, now would we? Highways would look like a war graveyards. I think if, instead of a car, everyone on the freeway had a loaded shotgun, we would all be a lot more careful and courteous around each other.

It angers me to no end when someone is driving 20 miles under the speed limit or driving stupid because they're too busy talking on a cell phone! I also hate when I drive down the hiway and some butt head thinks that my 75 miles and hour isn't fast enough (the limit is 65) and wants to ride my a**! Go around jerko! My huband drives a truck and I ask him daily how he does it. If I had to drive a truck I would run over the little cars driven by IDIOTS!
One more thing......I hate to pull up to a fourway stop and I'm the only one who knows who should go next. You should have to take a stupid test to get your drivers license because there are way too many stupid people driving these days!
