How come they have not put a stop to this?

The filipino government tolerates it because it bring in so much revenue. Every once in awhile they crack down on it though to give the appearance that they do not tolerate it. If they had a zero tolerance policy then it would not happen just like it don't happen in the USA.

I'm the attorney who answered your another question. The straight answer will be of course this is the same problem why the government can't stop prostitution or drug dealing around the world, or how they can't stop younglings drinking alcohol even this is already prohibited.
This is a very widespread problem in all Metro-Manila.
Unfortunately there are a lot of foreigners considering to go in Philippines to buy these services.
Worse than that, the younger the girl is or even virgin, better for them.
I feel the same you are feeling but, sincerely even I'm not Filipino, I can say this is not a government problem only.

The govt do not tolerate it.
It's just that they don't have the will power to stop it... and it is really really hard.
If they caught these underaged girls, they will only lie about their age, and it is very laborious to investigate each and everyone since most of them came from the provinces, work at the bars in the city to escape poverty.
It takes civilian involvement, tons and tons of money and not to mention precious manpower to stop this illicit trade.

That is why the government must work to coordinate with the family of these minors, municipal government, non-profit organizations catering to minor's welfare and other sociocivic organizations. The govt agencies responsible for the welfare of minor women and children must also step up.

filipino governement do not tolerate this, its the manyakis who tolerate this kind of situation, just like in other civilized nations, there also prostitutes, pedophiles, gays, etc...

Because the P.I. is very corrupt and a little $ can buy off the cops or can get you just about anything. Its sad but its very true. I have bin there and seen it all and its pretty sad..
