I am in college and live in an apartment with other students but I am paying for the internet and I am charging by the month so. I am receiving 10 mbps. How do i regulate the speeds? I mean if someone is downloading using bittorent they will hog the connection. How do I delegate a certain connection speed for each user?

You need a managed switch. Each user has his own port or ports on the router that you assign and you put each user on his own virtual LAN (vlan). You then allocate bandwidth to each VLAN. Let's say you have 4 vlans; you allocate 40% to yourself and 20% to each of the other 3.

Managed switches cost more than unmanaged switches. You need to configure them so it is not a plug and play situation.

There really isn't any method of dividing up a connection this way. Depending upon your router and if you are the one paying for the Internet connection, you may be able to determine when and how long individual computers accessing your network can be connected.

For example my router allows me to configure use of my connection for each individual computer on my network by going into my routers setup page via the browser address. I can block any computer from accessing the connection permently, or only allow it to connect certain times each day.

This is not what you were really looking for but it is the closest method of controling who is connected at a given time. If you are th sole person paying for the connection it may be acceptable for you to lock others out at higher traffic period. Allowing others turns during high usage periods may work for you. Such as allowing one person to be connected for an hour, another the next hour, and so on and so forth. This works great when you wish to disallow chilldren access to the Internet too, but this is not your situation.

Sorry about this. Other than a hardware or software method of controlling bandwidth used at any given time, the only other option is to get your roommates to agree on a usage plan that allows the highest number of individuals to have their needs met without overly interferring with others. For example if one knows s/he will be needing to download multimedia files or stream them over the lan, then it would be courteous to inform others of this and allow them to perhaps download a shorter file or quickly browse to an FTP server or File Server and obtain needed downloads or transfer files.

While Managed Switches do allow for some configuration of bandwidth it is really frustrating to use and configure. It is also expensive and annoying to work with. It is worth looking into but I don't really reccomend this. Disabling Plug and Play can have consequences you may not appreciate. For example disabling this feature makes it very difficult for programs to bypass the firewall and automatically open ports for allowing things such as FTP, File Servers, Chat applications, email, games, and many other programs to automatically be configured for access to the network without having to go into the firewall and open and close ports manually. Managed Switches are more headache than they are worth.

1. You will need Managable Switch.
2. You must have priviledge access to your networking design.
3. With knowledge to configure networking device you can limit the speed desired.
