a magazine article or book and allow visitors of the site to download it. If I allow visitors to download a scan of a magazine article, is that copyright infringement?

magazines are almost always happy to grant permissions in return for credits. the magazine has an address or email link, explain your intended use and simply ask permission. that should work. if they have restrictions or requirements they will let you know.

Yes, the content of the magazine is copyrighted; you can't use it without their permission. If you don't cite the content either that's another crime (plagiarism?).
