my plan is 345kbps then the status of my lancard is 100mbps..then after a year, it becomes 10 mpbs..why?

If your plan is 345 kbps you don't need 100 mbps, it will only increase speed by a matter of nanoseconds; it won't be noticable. Even 10 mbps is way faster than 345 kbps, so I wouldn't worry about it.

There are three possibilities.
1. LAN card is of 10 MBPS.
2. LAN card is set to 10 MBPS manually.
3. It is plugged to Port of Network switch which is set to 10 MBPS .

Either your NIC is 10 Mbps (or is locked at that speed) or it's plugged in to a 10 Mbps port at the onther end.
