does the licences plate on your car mean anything to the state and how do the pick the noumbers and letters

ok heres how it works to the best of my knowledge.
you get a plate from dmv it gives you a random number and letters its added into the computer and they track your vehicle on there. it also goes to the highway patrol and police. when you get pulled over they call in your plates and they will know if its stolen or if the plates werent renewed. you can in some states make personalized plates but what i wrote above applies to that too.

The numbers are either random or sequential, depending on the state.

They are in a state database to ID the car and the owner.

The numbers do not mean anything... you can not look at a plate to know what car it belongs to without looking it up in the database.

If you don't get a personalized or vanity plate, your plate numbers are just next in sequence. I've seen cars with sequential numbers owned by the same person who registered both at the same time.
