It is becoming common practice for Dr's offices to require patients to pay their office co-pay before being seen by the doctor. Its in response to patients leaving a balance of co-pays.

Amy's right, there's a good many people who leave without paying their copay. That's why many offices have gone to collecting the copay before the patient is seen - if the patient ends up not being seen, the copay is refunded or credited. Offices lose money having to chase someone for $15 or $20 for three months or so before it gets paid, because it's easy to "forget".

As far as knowingly giving meds when they shouldn't. That's a hard one. Are they prescribing antibiotics for a cold or are they writing medical marajuana for a doper? If it's antibiotics for a cold - a good many patients are to blame for that - many people want an immediate fix for anything and everything. All that breeds is drug-resistant bugs, and it makes it worse for anyone else who gets sick. If it is in the case of "feeding an addiction" or something similar, that's not good medicine, and you can report it to your local medical society - the phone number is in the white pages.

I don't think there's anything illegal about accepting prepayments. It's his business and he can run the business end however he wants. The drugs are another matter. Depending on what kind of drugs he is giving out, you could report him to the DEA or the medical society.
