Sometimes it sounds like a really good idea when you look at some of the parents out there, but it will never happen. I have found myself saying "You have to fill out an application to adopt a dog but they will let any idiot procreate." But as far as passing a law regarding that, good luck. I wouldn't be in favor of it.

Yeah look at China with that.

I mean yeah some people shouldnt be parents but how are we to judge some of them. Sometimes we never know until it is to late that a person is hurting a child or abusing them.

Where would it stop. Would we put an age limit say only those from 20-30 could have them? Only if you were married could you have children? ONly if you made so much money could you have them? You could only have so many kids? Etc.,.

Its unconstitutional. What if you want to have a bay and get denied a licence? That violates your rights. If the babay was unplanned, do you go to jail for not getting a license? Its absurd. A good idea, but not one that'll work.

While I understand your concern, where would it stop? Will I have to get a permit to use the restroom?
The Chinese have proven how wrong it is to try to regulate childbearing.

That is blatantly unconstitutional, though children should be removed from parents who can't parent!
