It is possible we may be able to bud universes off our own sometime within the next few decades. We could then leave those universes open or close them off--whoever will be in charge of the experiment will decide.
This is theoretically possible, of course. It may be we might never be able to create sub universes. Another option would be to create "parallel" universes in alternate dimensions. How we would interact with these would be anyone's guess.
Another possibility would be to create universe simulations inside advanced computational devices. Memory storage requirements advance per Moore's law, doubling capacity every 18 months. This has been going on since around 1950, and we foresee pathways to continue doubling every 18 months for at least another decade. It will be another few decades before we begin pushing up against theoretical physical limits of individual atoms to store information. By then we may be able to crudely simulate universes in spaces as small as pure salt crystals, which are comprised of billions of atoms.

NO.
Man has no ability to even contemplate such a venture. Where, for example would mankind store the materials necessary to begin the construction. Notice that all of the heavy equipment man uses for earth moving projects is
powered by air breathing diesel and gasoline engines.
So none of that equipment would be useable in space.
Our present "Universe" contains everything that you can see and billions and billions of things that you cannot begin to see. It extends to a "seeable" distance of 40 Billion Light Years in all directions from Earth using the present high tech optical and radio telescopes that we have today. And, that is not the end of the Universe, that is just the limit of how far we can "see."
In short, there is not room for another Universe, anywhere. And the present Universe is so tremendously vast that it simply dwarfs man.
No one will be in charge, because it won't happen.

The definition of "the Universe" is Everything that exists. So to create another Universe would just be adding to what already exists. Personally I find the concept
No thing can come from nothing.
and
No thing can go to nothing.
works well as a start when considering the universe.

No,that's just silly.Man cannot create that kind o thing.But,the future will be great.you might not believe me but I have the power to see into the future.It's awesome.there will be underwater cities,the entire Earth will be in water and man will build high buildings and hovercrafts.Also it will be cloudy,the sun won't appear much and the day will be very short.and the night long.there will be 37 hours instead of 24,there will be new energy sources and many surprises.

Man won't live long enough to find out if he could or not. I also imagine travelling outside our own universe would be important which we cannot do. I imagine it's impossible. Who do you thinks in charge of this universe?

I'm already in charge of an alternative universe....I'm here on Holiday at the moment but as one of your decades equals one of my weeks i've only been on a short, 3 week holiday from my Universe.
My Universe is very similar apart from the fact there are no chavs where i live...everyone is pleasant, intelligent,respectful of each other and peaceful.
The beer is cheaper here though.......

its not impossible, but highly improbable. if we could create another universe we wouldnt be able to see it or know that its there as its a seperate universe and anything existing in this one, wouldnt in the other
