First of all:
What kind of fish?
Second:
Where did you get it? (I mean is it fresh water or salt?)
Third:
Are you simulating the mating habitat?

Reasons:
Fish are known to mate in only a few circumstances like here in the Philippines we breed Carp, Koi, Red sword-tail fish, Egyptian, Janitor fish , Oscar fish, and many more... These fishes breed only when the tank or pond they are in is suited for mating like how Red sword-tail fish only mate when your pond has many weeds/plants in it (Must be live, not artificial)

depends on the fish type.

All fishews have different ways of breeding and different signs.
