Um, well, every one is looking at this as when it's safe for you to have sex w/o protection, but I see it as you asking when is it safe physically after menstration.
You can have sex anytime and be safe in that manner.
However if your talking safe as in whether or not you will get preggers, the answer is never without protection.

There is never a 100% safe time.
Although the "average" time where a woman is most fertile is around days 11-18, you never can be sure if you are one of those people who don't ovulate according to schedule. In fact, MANY women do not ovulate regularly around this time with any kind of predictability.
Bottom line is, any time penis enters vagina, there is risk for pregnancy.

a week and a half after your period but BE CAREFUL anyways because not everyones body is the same and you could ovulate sooner or later than expected. if you dont want to get pregnant, get on the pill or use protection. I used the pull out method for 4 years, and now im pregnant... eventually it will come back at you if you're not careful and it may not take 4 years.

What your looking for is referred to as the "rhythm method" or sometimes "natural family planning". Check out the link i added as my source if you really want to figure out when you are the least likely to get pregnant. Its NOT as effective as birth control. But if you have religious issues with birth control, or you have bad reactions or allergies to them, Its better than nothing. Theres some controversy on wether a man pulls out when he ejaculates is effective, but from personal experience, it works, especially using it with the rythm method.
In case your not asking about pregnancy and just general safety, Its always safe to have sex, before, during (yuck lol) or immediately after your period.

anytime as long as you are smart enough to use protection...and never if you dont use protection....whats up with all these people out here screwing around without ANY kind of protection? I mean ofcourse...it may not happen the first time or the second time but if you have sex without ANY protection YOU WILL END UP PREGNANT!

There is no safe time to have sex and not get pregnant. Sperm can live up to 48 hours, and your period may come early and ovulation begins before that, so use protection.

if you are talking about safe time as in not getting pregnant...there is no safe time... and to the other poster what does marriage have to do with it? even being single there is no safe time without the risk of getting pregnant. single men don't have magic sperm that don't cause pregnancy.
