Rights of naturalized citizen?

Does naturalized citizen has same rights with the native-born citizen? following by the international law?

Naturalized citizens have the same rights as natural-born citizens except that the former cannot become President or other sensitive positions.

I think so,unless there were false pretenses in the application like concealing a criminal record.
