I'd have to say it's a bit of both leaning more to skill than anything. It's like the game of "Risk", a game of skill driven by the luck of the roll.

Skill with a lot of luck, I don't care how good you are if you don't at some point don't get any cards you are not going to win too often.
You still need to get the cards to win.
