If you are an established writer, yes. Newcomers will need to have a complete script.

Also, once you have written a great script, good enough for a producer to want to film, don't send it to studios. They do not read unsolicited scripts.

Send it to writer's agents, or find a local filmmaker who would like to film it.

No, unsolicited material is NOT accepted by producers or any television/motion picture studio. There are many legal reasons they cannot accept unsolicited material.

Production Companies, writers, producers, etc, cannot accept anything they DID NOT REQUEST.
