On the past few Carnival cruises I've taken I've noticed that when we're in port on the bow of the ship there is a red flag flying with a blue circle in the center surrounded by a white circle. Am I correctly assuming this means the ship is "docked in port"?

Although I'm not 100% sure of this, red usually means "We are stopped" while the blue and white combination means "We are sailing soon" so this may indicate a short stop in port.

Red centre, then white, then blue around the outside is the International Code Flag "W". This means "I require mediacal attention".

It means "Dangerous Cargo, Women On-board".
Well, it just a guess, but, sounds good to me. :-p
