Here in America there are so many "prudes" we can't go nude in our back yards.

Because New Orleans happens to be in the United States which is a rather conservative country compared to the rest of the world.
I'd vote for the topless & nudes every time though! :)

Because New Orleans is a very Catholic area (their counties are called Parishes for a reason). During Mardi Gras things are pretty wild. I'm guessing that they are somewhat prudish to help keep the women safe, as the crowds are crazy, and it wouldn't be good for them to be groped or worse.
That would be one way to spur tourism though for sure....
