First get your mind right...get rid of all negative things and people. Second, come up with a plan with specific goals of what you want to achieve. Third, put that plan into action. Now, I'm not telling you to do anything illegal, but there are many ways that the youth can earn money to save. If you are still in school, you can go speak with a guidance counselor about making some positive changes in your life. If you are no longer in school (I'm not going to judge you)...I would suggest getting involved with a local church and speaking with a pastor. You should also be able to find some excellent male role-models there. Good Luck and I will be praying for you. It was very courageous for you to ask for help with a very difficult problem.

don't submit to peer pressure like spending on luxury goods too early in life. think independently. better to be alone for now and be successful later in life. make friends with the good people even if they're not cool. get any job to start and save save save. $100 a month or $25 a week savings is $1,200 in a year. $1,200 is a lot of money. A year goes by real fast if you think about it. get an education and a school counselor. knowledge is power. learn wisdom through self-observation. the government and non-profits offer a lot of support for free and incentives. invest your savings wisely for something of real value, of quality, etc. watch quality tv (documentaries, travel, cooking, history, etc.). don't get discouraged. there are books on every topic you can imagine. always ask for help. take up sports or martial arts. they teach discipline and virtue beside physical fitness and other skills. talk to God.

Investment by major businesses/developers - strip shopping plazas and malls - which generates jobs, revenue and a destination point for the region to shop; school systems that are on par in terms of in-class tools for teachers with the suburban school districts and the clearing of boarded up homes with the construction of new housing.
Change a couple words to the above and this is what happens somewhere in this country with property/vacant land in rural or suburban areas.

I know alot of inner-city kids have gotten out by joining the job corp where you can get your education and job skills. Alot of kids also enlist in the military. It gives them self-confidence and a way to pay for college. Dealing drugs and robbing is not the way to get out. Just remember that. Education is the weapon to fight poverty with.

A reform of inner city schools, people volunteering time with the youth, and good extra-curricular programs, instead of using free time to play in "the neighborhood".

Education
ENCOURAGEMENT
Showing them that there is more to life than poverty and prison lifestyle
Showing them that they really can do better and deserve more out of life than what their families have been settling for(not always, but a lot of times, it is a cycle.)
By teaching them that doing better with their lives does NOT make them a sell out!!!!(I HATE HEARING THAT said to non-white children and young adults, and even some full grown adults!)

EDUCATION!!!!
Education is the best way to overcome any diversity! If we put more time in our children's education and less time in why, there won't be a "why" to worry about!
