Prime Minister, Mr. Manmohan Singh himself is the Cabinet level Minister for Environment and Forests.

He is supported by two ministers at state level :

a) Mr. Sevugan Regupathy a Lok Sabha MP of DMK elected from Pudukkottai in 2004 - for Forests and Wildlife
b) Mr. Namo Narain Meena, a Lok Sabha MP of Indian National Congress elected from Sawai Madhopur in Rajasthan also in 2004 - for Environment; some sites also note him as Namo Narayan Meena.

So, if you go by "literal" response to your question, it should be Mr. Manmohan Singh at the Cabinet level and Mr. Namo Narain Meena as the Minister of State (FOR ENVIRONMENT)
