I live in San Diego and I would suggest finding a nice hotel in hotel circle in Mission Valley rather than El Cajon Boulevard. From Mission Valley you are just minutes away from the beach, downtown and east county (El Cajon area)

I can't imagine why you would want to stay in a hotel on El Cajon Blvd. Many of them are frequented by drug addicts and prostitutes and the area has little tourist appeal. But this would be your best choice: Lafayette Hotel (AKA InnSuites), which is maybe 2 miles from Balboa Park. It's a real throwback to an earlier era. I go to San Diego to visit my family. When I can afford it (once or twice a year)I stay in a Condo at the beach. The rest of the time, I stay at a hotel near them, such as the one on El Cajon Blvd.
It may come as a surprise to you, but thousands of people who stay at hotels in San Diego are there on business, not pleasure, and they stay at hotels that are with in their budget, or nearest their meetings.

You need to know that El Cajon Blvd. is very long.....make sure the hotel you choose is in the area you want.

yes, it's an old classic with a great piano bar.
it's very cool and it has a reputation for attracting celebrity musicians who hide out there.
About 10 years ago I was at the bar and David Bowie was there, he is the biggest star I ever saw at the bar, but there have been others as well
