Professor Trelawny, the Divination teacher. I'm not sure she actually got the chance to fire Rubeus Hagrid, but she clearly went to his house with that intention while Harry, Ron & Hermione were having their Astronomy exam.

According to the book and film she fires Professor Trelawney the Divination teacher, however Professor Dumbledore, the headmaster, made sure Trelawney stayed within the Hogwarts grounds as Umbridge didn't have the power to make her leave the school.

In goblet of fire, Dolores Jane Umbridge fires Professor Sybill Trelawney who taught Divination.
She then wanted to fire Hagrid while Harry, Ron and Hermione were doing there Astronomy OWL.
That toad wanted to fire Hagrid because of her prejudice against any other creatures besides humans.
She also tried to throw Dumbledore in Azkaban but obviously couldn't.

that's the divination teacher professor trelawney. umbridge thinks that she is not competent enough because she was unable to predict something for her. she was replaced by a centaur named firenze, which made lots of girls attend divination because they had a crush on the new prof..
