Do you use the tools or just smell them? Just kidding, forgive me. Plastics tend to absorb the odors of their contents readily and the smell may emanating from something in the tool box or just remnant of a past inhabitant. Smell an empty coffee container (plastic one of course that's been empty for some time) sometime, still smells like coffee. I don't own any plastic toolboxes but my tackle boxes are, and they tend to smell just like the artificial bait stored in them (once - the previous fishing seasons live bait, no longer living, yep that was bad.) Other than that, I'm not sure what the aroma is that you speak of.

Plastic is made with plasticizing chemicals to help the forming process. That is what you are smelling not the plastic itself. It will eventually go away as the plasticizer migrates to the surface and evaporates.

I have never heard of anyone who smells toolboxes. Is it a pleasant fetish of some kind?

Not really enough information but I'll give it a shot. Maybe they had water sitting in them at one time. Standing water can stink pretty bad.

Maybe they had oily tools sitting in them at one time. I mean greasy oily tools can stink.

Maybe the tool box was used for fishing tackle box before or a lunch box. You never know.
