OOh, i love the way you put that. It begs the question - if no one was looking (be it God or others) then we would do it - wouldn't we?

So to answer your question, i would say yes, it is the inner voice that warns that "someone" or "some being" may be "looking" "judging" "frowning". Which some people just boil down to knowing right from wrong.

A conscience is that inner voice that tells us what's wrong and what's right. Apparently, most people don't listen to theirs too often.

A conscience shouldn't care when someone is looking or not. It should be in operation all the time. If you only feel it when people are looking, then your just an opportunist.

nope. i don't think so. conscience is the society's voice speaking inside our head. that's why in some societies they don't feel guilty killing each other if its for "honor"

it's a fair observation, but guilt isn't always preceded by anxiety, so there must be more than one kind circumstance where conscience dictates a reaction.
assuming that guilt only manifests after getting caught.
