Wow!!! This is by far the most difficult question I've ever tried to answer. It's subjective. What do you like? What do you want to see? Are you into Architecture, Food, people watching, oh shoot, even with these if you told me these things it would still be tough. If you only have time for one of the two cities, you have to pick by what's important to you. Would you rather see the Eiffel Tower and Arc de Triomphe in person or would you prefer the Coliseum and the Fountain of Trevi. Here's another thing, would you rather eat italian or french food for a week? I can't tell how much you know about either but there's plenty of places where you can research typical dishes for Romans or Parisians.
Type your interests in Yahoo search and add the cities your interested in right after, you are bound to get information that will help you make a choice but let's face it, either way, you can't go wrong, they are both beautiful cities, whichever you choose you will see beautiful sights, meet wonderful people and learn tons if that's what you wish to do.

Both have historic buildings that far exceed in age, beauty and history anything in the USA. Both have excellent art museums, sculpture gardens, etc. Both can leave you feeling wiped and dirty at the end of long day on foot. Both have fabulous food and a dining culture that is wonderful. Both have crazy streets and crazy drivers and that is part of the charm. I strongly recommend for either that you situate yourself in one hotel/hostel/pension and explore from there. It is nice to get to know one area's eateries, know the bus/trolley/tube spot and you can get to anywhere else on public transit easily. And DON'T rent a car for either city!
You can't see all of either city if you took a month! (Consider SF, LA or NY). So don't fret about what there is to do.
If languages aren't easy for you, Italian is easier than French. If you want to get whistled at (with your husband at your side!) - Rome. If you like warmer weather - Rome. In mid or late summer - Paris (for the lower temps). Mid winter, Rome - still nice to be outside. Both have some high fashion, but in Italy it is more sensuous. Both have great restaurants, but in France, dinner is 1.5-2 hours and more formal on average. In Italy it is 2-3 hours, the courses come slowly, you enjoy your wine and your dinner companion, the extended family at the next table has kids running around - it is a more comfortable feeling to me.
I'd rule out Rome in July and August because of the heat and rule out Paris in Dec, Jan, Feb for the cold.
I saw you asked about hostels - they are called "youth hostels" but they take families, adults, seniors, etc. US$10-15 in the country/person/night. US$20 in the big cities. Many offer 6-person, same-sex dorm rooms. Some offer family rooms.
You can't go wrong with either and you should see both before you die, so why not shop based on airfares/connections? Then, once that is decided, research your destination throughly and sign up for an Italian or French class at night school at a junior college.

Omg, Paris Fra, by far. Rome is quite beautiful as well. A lot of old architecture. Like in movies.
Both places amazing, so you're lucky to go to either one. For me though, hands down, Paris is the way to go.

I personally thought Paris was just ok. The Louvre was awesome, other than that...big tower, bigger line, what's that smell?
Definitely Rome in my book. There's the Colliseum, the Pantheon, the Roman Forum, The Vatican, the Church of San Clemente, the list just goes on and on.

Both places are breathtaking,but if I had to choose it would be Rome,especially if you are American.People are going to be much friendlier over there.I love Italians!
