I've lived in Texas most of my life and have never heard anyone refer to "Southern Texas." I live in South Texas, travel through West Texas, and have relatives in East Texas.

As to the "South of Texas," that would be Mexico.

The way in which French is spoken is such that "the South of France" is exactly the same as saying Southern France. So a French speaking person would say "the South of Texas" in French and it would be translated as either Southern Texas or the South of Texas.
