The lingering prestige of Western Civilization often inspires even it's enemies to make some pretence of respecting it's values. It's similar to the way that for centuries after the fall of the Roman Empire, many of the successor states made a public show of embodying the values of the vanished empire. The classic example was the so-called "Holy Roman Empire" among the Germans, which as a famous wit once said, "was neither holy, nor Roman, nor an empire". Obviously the PRC is not and never was a republic, but apparently the pretence is important, or at least useful to the ruling elite. Mainland China would be more accurately described as an autocracy (for it's authoritarianism), or an oligarchy (for it's social structure), or if you're feeling mean, a kleptocracy (for it's massive corruption).

China is a republic
There is an election system up to the province level. China has low keyed elections that are not country wide. Each province has elections at different times. In another words, no election season. The provinces are also autonomous and Beijing does not have the strangle hold on the provinces nearly as much as the west thinks. China also has a representative system where the representatives are elected at the provinces to represent the people there. From there the president of China is elected by their form of legislature. Much like in England and other governments around the world.
Also, while it is true it is a one party system with a few minor parties controlled by the majority one, nevertheless, China now allows non party members to hold office as high as mayor. While at this time that is rare, it was only a few years ago that was unheard of.

China is slowly moving towards a truly representative democratic system at their own pace, not the pace the instant gratifiers want in the west. China is smart enough to understand that instant change can have a big negative impact on society as well as the country. After all, China has gone through 5,000 years of dictatorial rule and it is only in the last 20 to 30 years that China has taken an active lead in changing that. We have all seen what instant change can happen in two countries that have never had democracy.
It's time to give China credit for moving in the right direction, instead of continually bashing her.
What most people know of China would fit in a thimble, what most people THINK they know would fit in a barrel.
China is much of what you want her to be and little of what you think she is.
I know, I live here as an ex pat from the USA in the heart of China. I used to believe all the China bashing till I saw up close that most of it is either blown way out of proportion, based on old facts and assumptions, or outright lies.

OMG! China is a Republic you dosile moron! All communist states are! Read below.
Now you may ask about the representation of the populace. But recall, the commie revolutions come from severe revolt against the king, emperors, Tzars etc... With something like 85% of the populace favoring Communism. So yes it is representative of the state but like the US has drifted from the true meaning given by the founding fathers and democracy so they have too.
As a result the USSR ended up as an empire drifting far from Lenin's idea.
