Get a tiller and till the soil up. Then sow your grass and also spread some starter fertilizer on the ground. Cover the ground with straw then water the ground so that the straw doesnt' tend to want to blow away. Since it is summer, make sure it gets the water it needs to not turn dry and brittle.

As far as the type of grass, I'd recommend going to a local landscaper or greenhouse and ask them. They'll tend to know what works best in your local area.

The previous advice would work, but have you considered the difficulties of mowing grass on a hill? I'd plant a ground cover like a flowering thyme. It looks pretty and smells good. You will want to do it from seed buying plants could be expensive. I've post a website that gives info on it. I'm sure if you posted for a source of bulk seed someone would know.
