You see, UAE consists of SEVEN emirates, just like USA consisting of 50 states. Each Emirate has its own governor and own budget to run the emirate. Three of these emirates have national airlines. Dubai has Emirates Airlines, Sharjah has Al Arabiya Airlines (or Air Arabia) & Abu Dhabi (which is the Capital of UAE) has Al Itihaad Airlines.

There is no single national airline, although Etihad claims to be the one in their ads. However, this is on strength of being the airline of the Emirate of Abu Dhabi, which is the capital of the UAE. Dubai owns Emirates, and Sharjah owns Air Arabia.

Technically, these are all state-owned, although since the Abu Dhabi Government is also the federal government, it can be argued that Abu Dhabi Government-owned Etihad is in fact the national airline of the UAE.

In UAE there is 3 airlines can be considered as a National airlines:-
1- Emirate Airlines which is based in emirate of Dubai
2- AL Itihad which is based in emirate of Abudhabi(capital city)
3- ALArabia which is based in emirate of Sharjah

Etihad Airways was established as the national airline of the United Arab Emirates in July 2003 by a Royal decree issued by Sheikh Khalifa Bin Zayed Al Nahyan. It started with an initial paid-up capital of AED500 million. Services were launched with a ceremonial flight to Al Ain on November 5, 2003 and on November 12, 2003, Etihad started commercial operations with the launch of services to Beirut.
