The wind is the air going from a warm high pressure system to a cool low pressure system. The rain is the result of this movement of air. The warm moist air is cooled and condenses. The cooled moist air becomes rain.

Clouds are generated by hot moist air rising and cooling as it go up. More air is sucked in to replace it. As the moist air cools it condenses into water vapour and release more heat causing the air to raise further taking the water vapour with it. The water vapour cools further and become ice. This releases more heat causing the air to raise further. All this raising air sucks more air up into the cloud. If the cloud is big enough this wind can be strong enough to cause tornado's. The water vapour forms into water droplets in the cloud. The rain falls when the raising air current can no longer support the water droplets. Therefore the wind and the rain are linked to how clouds are formed.

Usually strong winds just before rainfall most often happens when a thunderstorm is approaching. I live in the Pacific Northwest where it rains a *lot* in the winter time and wind doesn't always precede rainfall.
