you have an electrical "short" somewhere !! And, this is nothing to be lax about !! In the right circumstance this could actually kill you or start a fire !! You've done the right thing with unplugging the machine and shutting down the breaker -- now call a service tech and get them there to look into this like right away !!
It is the greatest possibility that you have an electrical wire that has had the insulation worn through and is shorting out on the metal OF the washer !!
Once again -- you've done the right thing
Now, follow through here and get someone into looking at this who knows what they are doing -- it will not correct itself !!
And, feel double lucky that it wasn't worse than it was !!!!!!!!

I can think of two possibilities. You said you checked the ground? How? Check it again mostly for safety. If it is OK (likely, since you get a shock from the water while you are touching the machine) then check to see that the drum is grounded. If you are handy you can do this with an ohmmeter measuring resistance between the machine and the drum (with the machine unplugged). Also check ohms from the machine case to the ground lug.

HEY EVERYONE.
This site is for helping people to understand their problems. Everyone knows that they can call a service company. That's not why they are on here asking questions. Telling them to call a qualified technician is such an obvious answer that it's stupid.
This person obviously has a short in the wiring. We need to be telling this person to take off the panels and look for and obvious electrical short, like a pinched or burned wire. maybe there is an obvious loose connection. Maybe water is leaking inside the machine and causing a short. The person wants to know how to find a solution to the problem. Telling them to call a technician is not helping because you are not telling them something that they don't already know!!

It is just static electricity, but there is something wrong with your ground. Take a piece of cheap electrical extension cord and cut off the ends and pull the wires apart so you can get a
piece to use and strip one end and fasten it under a screw on the back of the housing of your washer and then hook the other end to something else that you know has a good ground, like a dryer, etc. and fasten the other end there, so it will pick up the ground for you.

Get a washing machine specialist to look at the problem. You did the right thing turning it off at the breaker. It could be lethal in the wrong circumstances. Normally you shouldn't feel anything other than wet when you put your hand in the washing machine water.

If it is grounded and you still get a shock, there must be a short somewhere in the electrical system. Have your machine and outlet checked for loose wirings by a pro

Unplug the machine and stay away from it. You have a dead short or a open connection. You could have a bare wire (I had one) inside the machine from vibrations.
If you can't get someone to look at it, do it yourself but, make sure you find something before you reconnect it again.

This is nothing to play with. Don't use it again until fixed.

There is a short in the motor area. You need to have a repair person come in and do a safety electrical test.

A wire has come loose,be careful.Don't put your hands in there,just finish the load,unplug and get clothes out.Call the repairman and see whats up,if you have a warranty,use it...
