i heard luxor is 18+ .. are there others?

Yes, there are quite a few that allow 18YO's to book a room
Some are 21 though.
You can link to every hotel/casino in LV from this site, so that you can check the age limit on any you're interested in.

Later - The Las Vegas Hilton among many other LV hotel/casinos allow 18YO's to reserve a room - Check their web site - Guests must be 18 YO or older to rent a room, ID required.

Most hotels will require you to be 21 but some will allow you to check in at 18. You may have some luck at some of the smaller hotels like Hampton Inn or Courtyard as well.
Thanks to Jack for pointing out it is up to the individual hotel not any state law as I had originally assumed.

Some are 18 and over, others are 21 and over, it depends on the hotel/motel.

18 but you must be 21 to gamble, or even go into the casino.
