When is the best time to plant pampas seeds?

picked up some seedsand it says to plant indoors then when they start growing thin them out and plant them outdoors from summer...Little confused..Does that mean that they will thrive outdoors during the winter..Can you help me please. I have always admired them in people;s yard but never grew them myself..

pampas grass seeds? never heard of it. if planted now the sprouts may be killed by winter,depending on where you live. i would plant half now and half later in late winter
