Unfortunately I believe his influence comes from the steady support and success the Republican party and their ideology has been able to capture power in politics.

war powers resolution 1973
The War Powers Resolution states that the President's powers as Commander- in-Chief to introduce U.S. forces into hostilities or imminent hostilities are exercised only pursuant to (1) a declaration of war; (2) specific statutory authorization; or (3) a national emergency created by an attack on the United States or its forces. It requires the President in every possible instance to consult with Congress before introducing American armed forces into hostilities or imminent hostilities unless there has been a declaration of war or other specific congressional authorization.
the democracy in this country gave the authority for war to the president.. you cant get much more democratic then that.
the congress gave the president the authority to use the military. He is the commander and cheif, and all though the constitution doesnt state that congress cannot interfere, every president since nixon have taken the belief that it is unconstitutional for the congress to interfere with any aspect of how a war is waged.
what do you think would happen if we just got up and left?
do you think we would be safer? do you think that alquida would just break up?

Until recently, Congress had a Republican majority which just rubber-stamped everything the President asked for. But even now that the Congress is run by the Democrats, their authority is limited. The President is the Commander in Chief of the armed forces, and they go where he tells them. Congress can cut off funding, but they are reluctant to do that while there are soldiers in harm's way.

It's democracy with a system of check and balances in place, so the Congress just can't do what THEY want to. Not every American out there falls for the crap coming out of the media and thinks that the war in Iraq is necessary.
