yes if you are out of your own area code or calling a different area code then yes you do.

you only need an area code if your calling out of your own area code unless you live in certain cities (as in Dallas) then you have to use the are code all the time.

Yes,he can but you must get the phone with the number in MD and then he can come to CA and use that number in CA
