Contact your local child support enforcement office. Provide them with a copy of the child support order and they should be able to assist you in collecting the support. If you do not know where to find them, you can contact your state Family service office or your state attorney general.

The best way is to hire your own attorney. I know you said you can't afford one, but most attorneys will take payments until you have their retainer paid then will represent you.
The Govt agencies others listed here are fine, but you are just another case of hundreds they deal with.
Shop around, talk to numerous attorneys. Did you know that if you hire your own attorney and the judge makes the non-custodial parent pay support, federal laws allows the Judge to order the "dad" to pay your legal fees?

I am sorry I am not familar with this topic but I was thinking if you could locally call someone in your city of child services they can give you more information and it's possible they have lawyers you can at least talk to for free.

i know... if you could reason with him you wouldn"t be divorced. but before you go to the friend of the court, for childsupport enforcement. it can get ugly. try talking to him.
if you can come to an arrangement without involving the f.o.t.c. you will be better off. if not.... blast the dirtbag.
childsupport is a court order and one can go to jail for violating a court order. IRS is one time only and only if he has a refund coming. the f.o.t.c. can do that for you.

i am surprised that no one else knows that you can call the IRS, get a form...file it with a copy of your child support order...and from this point forward all of his refunds come to you...
you can also garnish his wages....but IRS is better
good luck
