Yes, it is legal, as long as it is a guy with his shirt off.
They could even go into a restaurant that way, but most restaurants and stores reserve the right to refuse to serve that person. However, what he is doing is not illegal. And it is legal to make rules where a person has to put their shirt on before using or entering the building. This is true for public and private structures.

As far as I know, it is not illegal anywhere for a guy to have his shirt off in the presence of a female. Maybe in some other country with weird laws? You haven't stated where you are from..

I live in Ontario Canada - and it is legal for anyone male or female to be topless here. -Although of course businesses and such do have their own standards 'no shirt no shoes no service'...and except for the beaches and private yards, you rarely see anyone male or female just walking around town with no shirt - gosh who wants nipple burn anyway OUCH!

To the best of my knowledge, that isn't illegal. But, restaurants, stores etc. have Notices that request that you must wear a shirt, no bare feet.

you may be referring to old laws still on the books but not inforced. like ... having to disassemble your horseless carriage if a horse is spooked by it.. it's ok take your shirt off
