In this day and age it is sadly NOT unheard of. I would imagine that any GOOD plastic surgeon would recommend waiting until at least 18 years old. Some women even continue to develop after 18! If she is small-chested now, there is still hope if she is not yet an adult (18-21). If the teen's parents feel that implant surgery is what they want for her, I suppose it does not matter who thinks its right or wrong. You should recommend that this girl wait until at least 18 years old. Good lord, I would HOPE that the parents aren't so small minded that they will shell out a few thousand to get their little girl's chest expanded just because it will make her happy.

Physically okay, they say it is. I personally don't think it is. Teen girls are still developing their bodies, and sometimes breast implants may have medical repercussions down the road. Teen girls getting implants is getting more common, but it's not something we should be proud of. Breast implants won't boost somebody's self-esteem in the long run. Psychologically I think it's bad, but it's anybody's choice to do it. I say consult your primary care doctor, and search the web for latest information.

While there is no set (or law for that matter) age on when one can get surgery it is suggested that the earliest one gets saline implants is 18 and 22 for silicone implants. This is because the breasts are constantly growing and changing well into girls 20s. I would say that teens should not have implants and should wait till their breasts fully develop.
For more information on the age to have breast augmentation as well as more information about breast augmentation, you may find this site rather informative: http://www.newimage.com/cosmetic-plastic-surgery/breast/augmentation-faqs.aspx#link9

No,its not. For one reason - as a teen they are not yet fully developed so why add on now when they have no idea of how much they will be endowered with in the future? They could end up much larger than they like, or are comfortable with.

No and no again
you are just to young and I have my doubts you find a
hospital or a qualified doctor who performs this kind of
surgery.
See it this way: a doctor does not spent a lot of money, time and effort on his/her medical education just to earn the reputation to be unscrupulous and earn the money by giving teenagers a breast enlargement.
All my other arguments against it are written by previous yahoo writer.

umm no.
first of all.
people would most likely know they are fake and they would make a bad impression.
you arent done "growing" untill youre in your twenties.
so unless you absolutely need it, can afford it, and your parents are ok with it. then go for it
otherwise. just skip it.
there are too many risks
breast cancer
infection
painful recovery.
bad impression.'
if you are asking on yahoo answers, you have doubts.
you care what people think.
dont do it if you are unsure.
better safe than sorry.

I don't think it would be the best idea for a teenage girl, now a reduction is diffrent. But you are still developing and it might affect you in the future.

No, the girl should be happy with her breasts. They will grow, and when done, they will be. If they are small, SO WHAT! I like girls with small breasts (im 14) So if its you that is thinking about it, don't becuase, you will reget it later in life.

Everyone is saying no, but really it is up to you and your parents.
There are ATLEAST 4 girls at my school that have gotten them - all under the age of 18.
