I was told in fall of 2005 that some regulation might go into effect that would ban under-21 Americans from drinking even in countries that have lower drinking ages. Is this true? Also, what sort of bodies, if any, have the power to implement such a regulation?

I don't know who told you that, but nobody has the power to regulate you or your actions (except for your parents) while you are in another country. 19 and up in Canada, and 19 year olds cross the US border all the time to drink and party.

I went on a cruise when I was 18 and drank. It was considered international waters. I haven't heard of any such regulation but you can certainly check. Just google the country you're going to .
If a guy walked in to my bar and he was 21 I'd serve him. Even if his country said he had to be 92 to legally drink.

Dude, no bodies (in America, anyway) have that power. All spring break trips to Canada (where the legal drinking age is 19) are safe.

The only way they could do something like that would be with a United Nations resolution (MAYBE), but I really doubt that's gonna happen...the UN never gets anything done.

Drinking in a foreign country at 18 or 19 is something that other countries are not all that concerned about. Go and have a good time. However, if you get drunk and stupid, there is no telling how long you will be in jail.

That is a matter of law for the foreign country you are visiting to address. They can set the law how they want it. America has no say on the matter, as long as the foreign country is not a protectorate of the USA.

No, not only do they not have the authority to make such a law, as it would be imposing laws on other countries, they'd have no way to enforce it. It's not going to happen.

That would not be cool if that would happen and it would deter tourists for that reason!
