Well just DO NOT wear alot of eyeliner. Eyeliner makes big eyes appear smaller. If you do wear some, only put it on the top eyelid. Try not to wear a dark color eyeliner either. Also, any dark makeup will make your eyes appear even smaller, so what I'd do is just put on a vanilla color eyeshadow, dark brown or maybe black (pencil) eyeliner on the top lids and curve the eyeliner up & out at the end of your lid, towards the end of your eyebrow. (A real short line, not a long one.) And then curl your eyelashes with an eyelash curler! (Curled eyelashes make eyes appear alot larger because they're being drawn above the eye so you're eye and it's color will stand out more.) Then, finish off with mascara.

To make your eyes stand out, you want to select a complementary--not matching--color of eyeshadow. As you describe you eyes, you would do well with all shades of brown.
You might want to try eyeliner in liquid to make your eyes stand out more.
Another tip I can share is to use a white or light eyeshadow in the inner corner of your eye--near your nose. There's a natural shadow that falls there, and the bright shadow will really light up your eyes. You could also use a light color concealer in the same placefor a similar light up effect.
Good luck, pretty one!

I usually put mascara on my top and bottom eyelashes, but you don't have to put it on the bottom. I then use a white eyeliner to line the inner rims of my eyes just a little. If you want to wear dark eyeliner, just do it on the top so it will look more natural. And remember to have your eyebrows wax so they will open your eyes more.

Almay actually has collections that are specifically made to play up your eyecolor and make your eyes really stand out. They're great; they work and they're not expensive! I posted links for both hazel and blue eyes in the source box. Enjoy! : )

even on my brown eyes, i like to put a shimmering white or gold shadow from ULTA on the inside corner of my eye and just underneath my brow bone, add mascara and curl my lashes and they look a lot brighter

you can use brown eyeshadow, but after you apply it wipe your finger over it so it doesn't look really harsh. then use a kind of mascara that has a base to it before you put on the color so they look really long. I hope i helped. :)

Try a VERY THIN dark eyeliner on your both your top and bottom eyelids. If nothing else, it makes them look more open.
