Pretty much any decent graphics program, including Windows Paint, can convert JPEG to TIFF. You simply have to do a "save as" and select the format you want. The distinguishing characteristic of JPEG is that it uses lossy compression. That means it allows some degree of loss of detail in order to create a more compact file. If you zoom in on a JPEG you can see a sort of basket-weave pattern in some areas, due to the compression algorithm. Better image editors will let you select the quality level when you save a file as JPEG. Converting a TIFF to a JPEG will cause some loss of detail, depending on the quality level selected. Converting a JPEG to a TIFF will not make any difference in the quality of the file, but the TIFF file will be significantly larger.

A jpeg and a tiff are both raster (made up of pixels) based image file format, as opposed to vector (shapes with stroke and fill instructions) based graphic.
Normally a jpeg is used on the web and is stored in a low resolution (72 dots per inch) with a level of compression, so that its quick to download. A tiff format is historically used for print output and is therefore usually a higher resolution (300-2400 dots per inch).
There are several applications out there that you could search for using the term 'graphic converter' for mac or windows.

tiffs are generally used on mac systems more whereas jpeg are more commonly used everywhere.
