It's called the basement here in Tennessee.
I like your avatar picture. I went to Philadelphia a couple years ago. Great city. I think it's my favorite city in the US. I've seen all the tourist attractions there and the Gallery Mall in downtown.

A basement is the room under your house, a cellar is where you store your wine. The only thing about a basement that could make it a cellar is if it isnt connected to the rest of the house on the inside, hence you must go outside to get into it.

A basement and a cellar are almost the same, except the entrance to a cellar is outside and the entrance to the basement is inside. Normally I call it a basement, but if the entrance is outside, like at one of my previous houses, I'll say cellar.

Well, I call it basement. On the other hand, I don't know ANYBODY that has a basement...or a cellar for that matter. Maybe it is unique to the region where people live.

If you go downstairs into rooms that are on the inside of the house, I call it the basement.
If you enter from the outside and go down into a room a cellar.

The cellar is in the basement. For me, basement refers to the entire floor that's below the main/ground level floor, and the cellar is where we store the foodstuffs in the basement.
I'm from Canada, and we've lots of "floors that exist under the house in the ground".
