Because ppl have no respect for other ppls things even if it is a public restroom. I've often wondered what some of these ppls homes and bathrooms look like. Scary.

I saw someone cleaning it and all they were doing was hosing it down...no scrubbing or anything...so that explains why everythings wet...doesn't explain why tissue is everywhere...

Since they don't have to clean it they pee on the floor and use so much toilet paper that the toilet overflows.
