Well, the Cavs didnt improve at all upon last season.
Pistons got much needed backcourt help. They will be better.
Bulls still dont have a low-post scorer.
As a Spurs fan since i was 7 years old, i can say without any bias that the Pistons will probly be the best of those 3 next year UNLESS the Bulls can pick up a low-post scoring presence.
If the heat stay healthy(doubtful), they could be better than any of those 3 teams.

Cavs. Pistons are aging, Bulls have been overrated for the last three years. Cavs still have a long way to go though til they will get a championship, but they will probably win the east again.

I'd say Bulls. Pistons are on a steady decline as they continue to age and the Cavs simply lack talent outside of LeBron.

Piston or Bulls...Miami is old other than Wade...Cavs made it but got a 2 free tickets in the Nets and Wizards without Arenas or Butler.....Bulls got more experience...And this year Ben Wallace should fit in better and Thomas is going to go off...But none will beat the West....

Maxeill-is about average now but can grow in detroit
Stuckey-great shooter who will learn from rip
Afflalo- just as good as stuckey and will also learn

The Bulls quite easily. One of the top defenses in the league and one of the top offenses in the league, dominant at home, young and already experienced. Balanced. They have all the makings of a championship contender.
