A locked motor means big problems. The motor will have to be disassembled and often the cylinders have to be bored out because at least one was damaged.
Yes it is expensive and time consuming. Many people either get another motor or vehicle.

It would serve you better to relate how the motor became locked, but in general terms, yes you may be able to unlock the motor, and yes it may be expensive. It may not be worth working on depending on many factors.

i am guessing that you have a car that has a motor that is "locked" up in this case you will have to dissamble to motor and investigate and determine what the failure was in the the engine wether it be the crank a piston or some other problem due to lack of lubrication. then you will have to take it to a machine shop let them take some mesaurements and magnaflux the block to see if it is even worth the time to rebuild it or not, depending on the engine it may just be cheaper and easier to buy a new or a rebuilt and replace and go about your merry little way

Not worth the time, money, or hassle. Find another motor and make sure you keep all the fluids full to avoid this happening again.

If you mean the engine locked up due to lack of oil, you can't...it's beyond repair.
