Is it legal in the state of Minnesota for a city to barricade a residential street for 3 days in order to have a 3 day flea market. Not all of the residents that live on this street have access to an alley or side street to leave in a vehicle.

No, under those circumstances it would not be legal -- if people are not allowed reasonable access to their property, that constitutes a taking, and possibly (depending on the state laws) unlawful imprisonment.

For example, in California, one specific case found false imprisonment where a person's driveway was intentionally blocked to prevent the person from being able to leave.

In a situation like that yes it more than likely is. If the event in question is an annual event then chances are that the residents of the affected area are well aware of the event and can plan accordingly. In some cases the city may give people in the area a special permit to allow them access to parking and such.

Additionally, an event like that would require an events permit from the city so that would make it legal, because the police and fire departments would be required to sign off on the permit, plus insurance would be required as well. However, a city could not just block off a street for no reason, that would be illegal.

My city has annual July 4th festival that lasts 5 days and they blocked off the streets as well, but there were a myriad of radio commercials and many residents knew about the event because it was an annual event and residents of the immediate area were given special parking passes.

I am not familiar with the laws of Minnesota specifically. In general, city officials have complete control over the streets in their city. They can issue a permit for the flea market and close the street whenever they want to.

If the action by the city is causing you real and unreasonable inconvenience, then you could sue the city in civil court for monetary damages, and possibly obtain a court order preventing the city from holding the flea market there in the future.

3 days seems a little extreme but if they have all the permits from the city then it is legal , but you can still launch a complain with city council
