I've heard of so many cases of dumb kids getting into accidents because they were drunk/high. Some of them even had just a permit and weren't supposed to drive without an adult. Wouldn't it be a good idea if for each step of the Graduated Driver's License program, the juvenile would have to take (and pay for) a drug test in order to get it? It'd keep so many more idiots off the streets, and reduce insurance costs for teens that actually need to drive to get to school or work. Just a thought, no more money would be spent on it because the kid or the family would pay for the test, and it'd just be a better assurance that there's less moron drivers out on the road, because most anyone can pass the written tests the DMV gives to get a license, whether they use drugs or not...

The kinds of drugs that would be looked for in the test take months, not days to get out of your system. The test would find it, and I'm not saying a BAC test would work, because that idea is indeed dumb. I've heard of people failing drug tests without using drugs for over a month...

It sounds like a good idea to me, except for making the driver pay for the test themselves. I don't know how expensive they are and I don't want to put a huge fee on getting a license.
People can drink alcohol and still drive, as long as they don't' do it at the same time, or too soon together. Using controlled substances is illegal all the time no matter what the circumstances (with an exception for California and marijuana use for a very few people). If you are using illegal drugs then you should forfeit the right to drive. That might finally make drug use unpopular and reduce the number of users. Especially if you have to submit a urine sample whenever you try to re-new your driver's license.
It is a reasonable thing to ask because many employers are asking for a drug test before they hire a person, but the employers pay for the testing and drug testing isn't cheap. I don't know the cost or how much it will cost to handle such a large group of people, but it could make the cost of a license too expensive for many people.
Of course before you can buy a TV in the UK you have to have a license to watch it and these licenses are between $100 and $400. So charging a big fee for a privilege that should be cheap isn't unknown.

I would like any adult over the age of 60 to have a mandatory vision and driving test in order to get the license renewed. Holy smoley, some of those people should be taken off the road.
As far as teens go, they will find a way to cheat the drug tests. Why not require an alcohol breath test (not sure what these are called) installed in cars for anyone that has a drive under the age of 21. That way if alcohol is present they would not be able to start the car. I'm sure this is cost prohibitive but it was only a suggestion.

Definately. There should also be a law that makes it mandatory to take a drug test if you are receiving any type of government assistance. I bet then that the welfare system would have a 65% increase in funding due to all of the recipiants that tested positive. In fact, any type of lisense should have a mandatory drug test

That's like forcing people to get a blood-alcohol test when they renew their license to prevent drunk driving.
Anyone stupid enough to take drugs within a few days of their test would get caught. But they're going to get caught anyway soon enough, because they're stupid enough to use drugs when they KNOW they are going to be tested.
And if someone skips taking drugs for those three days, does that somehow prevent them from ever taking drugs later?

It'd be nice if we drug tested everyone that applied for a drivers license. But we probably never will. It is way to easy to get a drivers license as it is. I see proof of that everyday that I go to work.

don't know about particular laws in your place but it is a requirement in the Philippines during the first application and the subsequent renewals!
personally i think it is a novel idea and i have no doubt it may have helped reduce accidents here...
