DC is the District of Columbia. It's a City that belongs to no state. It's city municipality is governed by a mayor and actually has 1 congressperson on the house of representatives.

It's situated on the Virginia and Maryland border but that's the only relationship to any state.

It is not a state. That is why in the Miss U.S.A. pageants there are 51 contestants because D.C. is separate.
