It's NOT a state - it is a seperate DISTRICT. It's Confusing, I know...

Washington the capitol is not a state it is the District of Columbia, a protectorate. It is not accorded the same status
as a State and is not actually In any other state. Though the land that it sits on, may have originally belonged to a state.

It's not in any state, but it's between maryland and virginia.
