It's called "retail therapy" or being a shopaholic.
Sometimes people will shop to soothe their emotions. They cannot afford what they are buying. After the get the initial buzz, they will return it to get the money back that they probably couldn't afford to spend in the first place.
Set a limit on the policy of return.

Most stores have a policy - they reserve the right to refuse service to any one for any reason at any time. This is legal in most states. You have the right to refuse service to this woman, as in ushering her out of the store without making a purchase, or denying her a return for any reason. She may raise a fuss, but if you record it on your security cameras, remain calm, and explain to her politely but firmly, you may have a defense in a possible lawsuit. The worst that could happen is that she has a really good lawyer, the best that could happen is that you could have a better lawyer.

well i know a store got tired of us coming back around 8 times to bring back a game for the psp2 saying it wouldnt work so on the last one the manager pulled out a psp2 out of the box and put the game in and sure enough it didn't work..it turns out every copy of the game they had was bad and him and the staff thought we were being "fishy" the whole time

As long as she has a receipt and your policy states she can return whatever, then you have to abide by her wishes. If there's something fishy going on with her returns, have a store manager speak to her. This is not something a sales person should do.

She loves your store or she would return as she does. The sales staff should be ashamed that they are not focused on selling her something new everytime she comes in.
