The single biggest problem with concrete in a fish pond is the effect on the water hardness and pH. Both will go up quite high and it won't take too long to do it, especially with new cement. Your best option would be a vinyl liner for your pond, but if you prefer cement for some reason, paint it with pool paint to seal it and prevent problems. The down side it, eventually the paint will become old and worn and the pond will have to be drained, cleaned and repainted.

Yes, cement contains acids and other poisons. Cement must be sealed and waterproofed in ponds or you will never be able to keep fish in it. My mistake, DRD is right, cement is caustic. Either way, without sealant your fish will die.

season it, if youve ever worked wiht concrete you notice how it dreis your ahnds out, well concret has a very high pH, kinda similer to playing in drain cleaner. you will need to fill and drain the tank several times, maybe months or more. look on garf.org, argeocrete. use their seasoning method for homeamde live rock, but im for vinyl, good chance it will be easier, cheaper and once again easier

It's not acidic, is caustic (the other end of the pH scale.)

You can season concrete (basically just soaking in water and changing the water) to leach out some of the caustic components.

It's probably easier just to seal it.
