Everywhere. The federal minimum affects all states. But, some states have their own minimum (already in effect). If the state minimum is higher than the federal, than the state's is the one that's applicable.

In all states - the federal minimum will increase to the new amount.

Only states that are at $5.15 an hour will actually be directly affected, as well as any state whose minimum is lower than the new federal minimum.
